UNFPA’s 2025 Humanitarian Response Operational Plan for the Occupied Palestinian Territory (OPT) outlines the agency’s strategic priorities and actions to safeguard the health, rights, and dignity of Palestinian women, girls, and young people.

The plan focuses on three core areas: sexual and reproductive health and rights (SRHR); gender-based violence (GBV) prevention and response; and the urgent needs of adolescents and youth. It details UNFPA’s life-saving interventions, coordination leadership, and continued efforts to scale up essential services across Gaza, East Jerusalem, and vulnerable areas of the West Bank.

Grounded in a rights-based, human-centered approach, the plan aims to ensure continued access to critical health and protection services, strengthen resilience, and support recovery for affected communities.
