This report examines how conditions in displacement sites and settings where humanitarian services and assistance are delivered affect the safety of women and girls in Gaza. Drawing on their experiences, field observations and service provider insights, it shows that access depends on more than the availability of a service: women and girls must be able to reach and use it safely, confidentially and with dignity.
The audit translates these findings into priorities for humanitarian leadership and partners. It calls for coordinated GBV risk mitigation across sectors, greater accountability for safety in the design and delivery of assistance, and meaningful participation by women and girls in decisions that affect their lives.
